Attestation in Construction
Certification in construction is the confirmation that an organization meets the necessary requirements for the quality performance of works in Belarus (design, construction, installation works, etc.).
Who needs a certificate of conformity?
- contractors and general contractors
- designers and general designers
- engineering organizations
- construction customers
- surveyors
- companies performing engineering surveys
- developers of urban planning projects.
A certificate of conformity is only required for performing works on facilities of 1-4 complexity classes. If you plan to carry out construction works on facilities of the 5th complexity class, a certificate is not required.
Certification is mandatory for both legal entities (including foreign ones) and individual entrepreneurs. During the procedure, the presence of certified specialists on staff, relevant work experience and measuring instruments (if applicable), etc. are checked.
For what period is the certificate issued?
The certificate is issued for 5 years with mandatory annual confirmation of compliance with qualification requirements.
An important step for all certificate holders is to confirm their certificates annually at Belstroycenter. Information is provided as of December 1 of each calendar year. If confirmation information is not submitted to Belstroycenter in December, this is a direct ground for cancellation of the certificate. If the information is provided, even if the organization does not meet all the requirements at that time, Belstroycenter gives time to eliminate the shortcomings, usually 1 month.
What personnel are required for certification
The number and areas of specialization depend exclusively on the category and type of certificate of conformity. The highest class is the first, the lowest is the fifth class. Accordingly, the requirements for certification of the 1st-4th classes also differ.
For example, you plan to perform construction works as a General Contractor. In this case, the following must be on staff:
- 1st category:
– 600 people,
– 3 managers in construction,
– chief engineer,
– cost estimator engineer,
– foremen/supervisors (by type of work); - 2nd category:
– 150 people,
– 2 managers in construction,
– chief engineer,
– cost estimator engineer,
– foremen/supervisors (by type of work); - 3rd category:
– 50 people,
– 1 manager in construction,
– chief engineer,
– cost estimator engineer,
– foremen/supervisors (by type of work); - 4th category:
– 10 people,
– 1 manager in construction,
– chief engineer,
– cost estimator engineer,
– foremen/supervisors (by type of work).
All engineering and technical specialists for certification of legal entities in construction must hold qualification certificates from RUE “Belstroycenter” (chief engineer, chief project engineer/chief architect, designers, foremen/supervisors). However, since August 2024, there has been a “binding” of engineering specialists to the employer. That is, if an engineering specialist received a certificate after August 9, 2024, the employer is indicated in the qualification certificate. And when employed by a new employer, a new qualification certificate must be obtained.
The Construction Code also introduced a provision that if an engineering specialist with a qualification certificate is dismissed from work, a new engineering specialist must be hired within 1 month.
If an organization is undergoing certification in construction under points 6 and 7 of List No. 26 (functions of General Contractor and performance of types of construction and installation works), then workers in construction trades must also be on staff. The names of professions and their qualification grades depend on:
- types of construction works;
- process flow charts.
How to confirm the availability of experience
Since 2024, it has become possible to obtain a single certificate for design and performance of construction works. If a company independently develops sections of project documentation or performs construction and installation works and does not engage subcontractors, then a single certificate is obtained. And it becomes possible to immediately work on facilities of the 1st-4th complexity classes.
It is only necessary to confirm the availability of experience for the general contractor and general designer, customer, surveyors, and engineering organizations. Various documents are used to confirm experience, including:
- contracts between the customer and the contractor
- project documentation and explanatory note
- commissioning acts
- contracts with subcontracting organizations
Accordingly, Belarusian companies can only obtain a certificate gradually, gaining experience on specific facilities of the corresponding complexity class.
