Certificate of Technical Competence
A certificate of technical competence of the production control system is a required document for commencing work in the construction sector in Belarus.
After the Construction Code came into force, it was clarified that a certificate of technical competence in construction is not needed only for:
- work on facilities of the 5th complexity class;
- current repairs (regardless of the complexity class).
The production control system describes the procedure for quality control, safety of the work performed, and guarantees that all work will be carried out at a consistently high level, complying with all standards and quality control.
Who needs a certificate of technical competence?
- any construction companies and individual entrepreneurs (including foreign contractor companies)
* for work on facilities of the 1st-4th complexity classes
Having a certificate of technical competence of the production control system is also required for obtaining a certificate of conformity in construction.
What are the stages of assessment of the production control system?
- Select the types of construction work and submit an application to the assessment body
- Conclude an agreement with the certification body
- Prepare documents for the assessment of the production control system
- Expert site visit to the applicant’s office and assessment of compliance with requirements
- Issuance of the original certificate of technical competence
What documents are required for the assessment of the production control system?
First of all, the availability of personnel. At least 2 people must be involved in the control system (typically, the chief engineer/foreman). At the same time, the number of foremen/supervisors must be sufficient for each individual type of work.
However, if one foreman/supervisor has several certificates for related types of work, it is possible for one engineering specialist to “cover” these related works on the basis of internal part-time employment
During the assessment, the expert also checks:
- compliance with personnel requirements (availability of diplomas, qualification certificates, employment record books).
* Please note that both specialists with higher education and those with secondary specialized construction education can be involved in the production control system. - availability of access to the database of technical regulatory legal acts;
- availability of technical regulatory legal acts in paper form (if they are not available online);
- availability of the necessary measuring instruments and equipment;
- availability of process flow charts for the types of work performed;
- availability of documents confirming the quality functioning of the production control system.
For which types of construction work is a certificate of technical competence required?
The certificate is required for any types of construction and installation works; there is no single list of construction and installation works in the legislation. In general, the following can be distinguished:
- general construction works (installation of structures, earthworks, facades, landscaping, floors, roofing, insulation)
- utility networks: both internal and external (water supply, heating, gas supply, power supply)
- specific types of works (e.g., bridges and pipes, land reclamation and hydraulic engineering, roads)
- finishing works (plastering, cladding, painting and wallpapering)
Who issues the certificate and for what period?
The certificate of technical competence is issued for 5 years. However, during the entire validity period, inspection control is carried out at least once every 5 years. If there are comments from the State Construction Supervision authorities during the performance of construction works, additional control of the applicant may be conducted.
The certificate of the production control system is issued by 10 authorized state bodies of Belarus, for example:
- Institute BelNIIS,
- Belstroycenter,
- BelGIM,
- Stroytechnorm.
A company may have a production control system certificate from only one of the authorized bodies. If you have a certificate of technical competence of the production control system and plan to perform new types of work in construction, you must apply to the same organization with an application to expand the scope of the certificate.
In general, when expanding the production control system, an assessment is carried out similar to the procedure for the initial issuance of the certificate.
