Temporary Residence Permit
In order to stay in Belarus for more than 90 days, a foreign citizen needs to obtain a temporary residence permit (hereinafter – TRP). This migration status allows staying in Belarus for up to 1 year (and in some cases, up to 5 years).
There are many grounds for obtaining a TRP, the main ones are:
- work in Belarus
- study
- having relatives who are Belarusian citizens
- ownership of housing
Documents for obtaining temporary residence
The list of documents largely depends on the grounds for obtaining the TRP and on the status (applicant or family members of the applicant).
The standard list of documents includes an application, medical insurance, a lease agreement, documents confirming the grounds for the TRP, and payment of the state fee.
Processing time for temporary residence
Documents are submitted to the migration authority at the foreigner’s place of residence. The inspector checks the documents and, if they comply with the requirements of the legislation, sets a date for receiving the final result.

For what period is the TRP issued depends on various circumstances.
- The standard validity period of the document is 1 year. For example, when employing a foreigner under a special work permit.
- However, it is also possible to obtain it for a longer period:
– 2 years (for highly qualified specialists),
– 5 years (for example, for citizens of the EAEU).
How can a temporary residence permit be extended?
We recommend applying for an extension of the TRP in advance, approximately 2.5-3 weeks before its expiration. This will help you save on state fees and also reduce risks if documents need to be adjusted in accordance with new requirements of the migration authority.
You must also apply to the migration authority at the foreigner’s actual place of residence.
Is the employer obliged to maintain migration records?
Yes, it is obligatory. As of August 2025, new requirements come into effect if an employer company concludes employment contracts with foreigners. The company must appoint a responsible person to monitor the validity periods of migration documents, as well as compliance with the conditions of temporary residence.
What is the difference between a residence permit (permanent) and a TRP?
A TRP implies temporary residence in Belarus, while a residence permit implies permanent residence.
In some cases, a TRP may be changed to a residence permit. For example, if a foreigner has permanently and continuously resided in Belarus for 5 years – this is a ground for obtaining a residence permit. It is important to remember that the migration authority checks entries and exits from Belarus and the periods of stay in a foreign state. If the foreigner is outside Belarus for more than 90 days in a year, there is no continuous presence in Belarus and the residence permit will be refused.
