Licensing in Belarus

In accordance with TR 2025/013/BY (effective as of September 8, 2025), construction materials are subject to conformity confirmation in one of the following forms:

  1. mandatory certification of materials
  2. declaration of construction products

The presence of such documents allows products to be placed on the market and used in construction. At the same time, for the declaration of construction products, a preliminary technical inspection is carried out.

Certification of construction materials requires coordination with the authorized state body of:

  • technological documentation for its production,
  • verification of the quality control system in the manufacture of products,
  • conducting their testing,
  • implementation of a quality control system.

List of construction materials subject to mandatory certification

Appendix No. 1 to TR 2025/013/BY defines the list of products in construction. If the State Standard of Belarus is interconnected with TR 2025/013/BY, then the product is subject to mandatory certification.

The list of such GOSTs is established by Resolution of the Ministry of Architecture and Construction No. 70.

At the same time, in order to provide various options for buyers/suppliers of construction materials, two certification options are possible:

  1. certificate for a batch of goods
  2. certificate for serial production

When is certification of materials not required?

If GOST is not interconnected with the new TR, then the product is subject to declaration and it is not necessary to obtain a certificate of conformity. Certification is also not required if the construction product:

  • is manufactured on the construction site
  • during restoration.

Is a certificate of technical competence of the production control system required?

Prior to the entry into force of the new Technical Regulation, obtaining a certificate of technical competence for products was a mandatory step for obtaining a certificate of conformity. Since September 2025, this requirement has been abolished, and the assessment of the quality management system is not required to obtain a certificate.

What is the validity period of the certificate of conformity?

It all depends on the certification option:

1) for a batch of goods – no restrictions are established;

2) for serial production – 5 years.

We note that conducting tests is a mandatory condition for obtaining a certificate/declaration. Based on the test results, a Protocol is drawn up, the validity period of which also depends on the certification option:

  1. certificate for a batch of goods
    – the test protocol is valid for 2 years
  2. certificate for serial production
    – the test protocol is valid for 5 years

Stages of obtaining a certificate for materials

  1. Stage 1. Preparation of production and documentation.
    – preparation and updating of technological documentation (TU, TR) that complies with GOST/STB standards
    – personnel composition: hiring qualified specialists for the production of materials subject to mandatory certification
    – availability of production base and conditions
  2. Stage 2. Conclusion of an agreement with the certifying body.
    – the agreement specifies which GOST/STB conformity is to be confirmed
    – certification timelines are agreed upon
    – cost of the services of the certification body
    – procedure for interaction with the certifying body
  3. Stage 3. Testing.
    After sampling, the samples of construction materials are transferred to a specialized construction laboratory.
    The laboratory must be accredited in the National Conformity System.
  4. Stage 4. Obtaining the final certificate.
    Upon positive test results and on the basis of the protocol, a certificate for the materials is issued.

Testing for certification of windows and doors: what do you need to know?

For manufacturers of plastic and aluminum windows and balcony doors, there is the possibility of using test results of similar products. However, to do this, a number of strict requirements must be met:

  • uniformity of design: the product must be manufactured according to identical design documentation.
  • uniformity of components: profile systems and fittings (handles, hinges, etc.) must be from the same manufacturer, brand, and system. The use of components from different manufacturers is allowed, provided that each has a certificate of conformity.
  • insulating glass units: as a rule, insulating glass units must be identical. The exception is cases where the characteristics of your insulating glass units (sound insulation, heat retention) exceed the characteristics specified in the protocols.

However, even when complying with all the above requirements, it is important to remember: tests for the reliability and strength of corner joints must be conducted directly for your product.
